Kate Fletcher has led more than 50 appeals in federal and state appellate courts. She also has trial-level litigation experience. Kate thrives with problem solving. She enjoys weaving facts, law, and client needs together persuasively to land wins.  

Kate’s appellate experience spans a range of complex commercial areas, including employment, insurance, and contracts. Prior to joining WTO, she served as Senior Counsel in the New York City Law Department—she was the 2023 recipient of the Appeals Division Chief Award, an annual honor that recognizes outstanding performance.

Early in her career, Kate was a lawyer at a civil rights law firm. She was part of a team that won a murder acquittal in People v. Hillary, a case featured in an HBO documentary. 



  • Defeated summary judgment in a $50 million case involving breach of contract and damages for delay claims.
  • Successfully defended a city through appeal after an unsuccessful bidder from a $1 billion construction contract process claimed violation of RFP terms and public bidding laws.
  • Led appellate matters in multiple cases challenging the emergency response to over 130,000 individuals in need of housing arriving in one of the nation's largest cities.
  • Secured victory or favorable settlement for a municipality in multiple complex insurance contract actions.
  • Defended a major city against multiple federal, state, and local employment discrimination claims brought under the Fourteenth Amendment, the Americans With Disabilities Act, the Age Discrimination in Employment Act, Title VII, and state laws.
  • Co-led complex Second Circuit appeal of putative class action challenging a modified In Rem tax foreclosure procedure.
